There are a ton of Latino immigrants in the upper Midwest now.

In a lot of those highly-insured Minnesota counties, the biggest employers are the schools and the county governments. That's a pretty reliable route into insurance. (Also Minnesota has had a robust insurance program for low-income children since the 1980s.)
